Job Summary:
The Manager of Systems Engineering will contribute to, and lead as necessary, the design and development of technology products and applications. Will contribute to and lead the specification and system design phases of the system development life cycle, lead a team of system engineers, manage the design and implementation of new system development and enhancement efforts, and coordinate systems integration and software/hardware testing with other technologists. Will assist team members with the isolation and resolution of system issues, lead root-cause analyses, communicate options for resolution and provide recommendations to customer-facing system defects. Will provide consensus based enterprise solutions that are scalable, adaptable and sustainable with ever changing business needs. Will perform complex analysis and design of system components/applications and architecture, including estimating, planning, scheduling, and coordination of agile projects, and plan and execute system and product development projects, organize and monitor technical development activities to meet performance goals, meet schedule and budget goals, author specifications and SOWs, provide supplier technical management support, and function as a Cost Account Manager (CAM). Will participate in customer and IRAD proposals, lead technical proposal activities, and organize and perform estimation of budget and schedule for engineering tasks. Will generate and review BOEs and defend them through proposal sign-off by Senior Management. Will organize and lead risk management activities in development and proposal activities, develop documentation and elicit inputs from the technical team, organize documents and presentations in a clear and concise fashion that is easily understood by the project stakeholders, and prepare, participate, and lead technical meetings and project reviews. In addition, this position is responsible for the staffing of Systems Engineering activities and the execution of these tasks when awarded. The Manager of Systems Engineering will also serve as the Project Engineer on both IRAD and customer funded efforts whenever necessary.
Position requires a BS (MS Preferred) in Electrical Engineering, Computer Science or other technical field. The Systems Engineering manager must have at least 15 year of engineering experience with communications systems (SATCOM preferred). Must have at least 10 years of technical project management experience (as a Project Engineer or IPT Lead) with responsibility for technical performance, schedule and budget performance objectives in DoD-contractor (preferred) and/or commercial (desired) environments utilizing requirements driven design management. Must have at least 5 years of experience using Microsoft Project as a tool for estimating, scheduling and financial management. Must have at least 5 years of functional engineering management experience. Must have at least 10 years of experience with 2 or more of the following modulation types: BPSK, (O,π/4)QPSK, (M-)FSK, (G)MSK, (M-)QAM, or DS/SS. Must have at least 10 years of experience in with 2 or more of the following access methods: FDMA, TDMA, MF-TDMA, CDMA, or OFDMA waveforms. Must have at least 5 years of experience with 2 or more of the following FEC codes: Turbo, Reed-Solomon, convolutional with Viterbi, TCM, or LDPC. At least 3 years of experience with DISA Modem Certification is and ARSTRAT SHF SATCOM Terminal Certification are preferred. Any kind of LOS/SATCOM commercial/military waveform interoperability certifications experience is required. At least 3 years of experience with EMI/EMC, CE Marking, and FIPS Certification Testing is desired. Experience with general digital and RF test equipment such as logic analyzers and spectrum analyzers is required. Experience writing test plans and procedures for electronic equipment is required. Must also have experience and familiarity with IP networking technology and concepts. Excellent written and verbal communication skills are required. Experience with formal requirements management tools (such as DOORS or ReqPro) is desired. Experience with SNMP, Wireshark, iPerf, and time and frequency domain analyzers is desired.
Must have proven ability to sell ideas, negotiate favorable outcomes, and strongly influence the capture of additional customer funding. Ability to develop and communicate a compelling technical vision and inspire others to realize the vision is highly desired. Ability to identify and hire top talent is required.
Excellent technical skills demonstrating a thorough understanding of software and hardware design, development, and test is required as well as excellent written and verbal communication skills to communicate information effectively to both internal and external customers, managers and technical staff.
Organizational skills to work with a variety of people in different disciplines and working from multiple locations on tasks involving vast amounts of rapidly changing information are required.
Strong interpersonal skills to help negotiate priorities and to resolve conflicts among project stakeholders such as customers, program management, product management, and engineering are a must.
Ability to quickly grasp the "big picture", identify critical project/system areas based on key stakeholders needs and plan a project to effectively address those needs using an understanding of business operation and management principles is required.
Must demonstrate the ability to sustain a great amount of attention to detail to meet both engineering and business needs.
