You will be responsible for overseeing the commercial
and financial elements of investments by sector
organisations in health IT
solutions in the context of the National Health IT Plan. The constituent
elements are planning at an enterprise level, portfolio management,
relationship management, programme governance and performance monitoring.
The Manager, Health Systems Investment and
Planning will lead a team to:
Oversee the investments by sector organisations
for health IT solutions
Review all business cases for investments in
major health IT solutions and administer the IT grants programme
Monitor the effectiveness and performance of
sector organisations in delivering health IT programmes and projects
Lead further development and refinement of the
plan
Define the annual work programmes for sector
organisations to deliver on the National Health IT Plan
Work with the workforce and capital planning
groups to ensure that the National Health IT Plan is aligned with Service
plans, the Workforce plan and Capital plans.
We require a mix of general management skills
and experience. You will grasp the essence of an overall picture of the health
sector and translate health sector priorities into a portfolio of IT
investments that is supported by an appropriate architecture. Softer skills
will ensure you have gravitas, are efficiency focused and can build
relationships in a sector context. A tough negotiator who can balance
interests, communicate effectively, influence outcomes and create confidence at
all levels.
This role will appeal to current CIOs with
experience working at a sector level. You will likely have a strong programme
management background coupled with IT commercial planning and architecture
experience. Solid experience of running significant budgets, purchasing and
contract management will be important. Experience of vendor management to
ensure suppliers meet predefined goals is also necessary. Knowledge of the
Health Sector regulations and business processes is highly advantageous.
Previous team management experience is expected.
