Collaborate and coordinate with end users, data owners and customers to elicit, analyze, and define system-level requirements in support of the Intelligence Community's Information Sharing Environment. Articulate system requirements in the form of 'user stories' (including acceptance criteria). Prepare and conduct system/software-level design reviews. Assist in development sprint prioritization, planning, and execution. Communicate requirements to developers and testers. Experience with data Extract, Transform, and Load (ETL) techniques and tools is required. Familiarity with agile development methods (e.g., Scrum) and tools (e.g., Rally Software) is preferred. Identify, analyze, define, and coordinate user, customer and stakeholder needs and translates them into technical requirements. Assist customer and program teammates in expressing their needs in terms that can be used to generate valid requirements. Help identify technology solutions with the potential to improve business processes. Work with stakeholders as well as technical and analytical counterparts to define constraints, and develop requirements and concept of operations documentation. Work with stakeholders to identify best-fit technical solutions to meet program needs. Identify technical risks and develop mitigation strategies. Provide conceptual design, prototype, and test cycles appropriate to a chosen technical solution. Identify, document and manage inter-dependencies with other systems and elements of the IT infrastructure. Evaluate industry offering to identify products and technologies with the potential to support solution integration and design. Fully understands changes in own and fellow senior employees' work and situations; is frequently called upon to explain the logic or basis for change to other employees; is generally seen as an expert on information about changes affecting own and fellow senior employees' jobs; occasionally mentors fellow employees around the change. Treats changes and new situations as opportunities for learning or growth; focuses on the beneficial aspects of change; speaks positively about the change to fellow senior employees and external customers.
